26194 Notice of Final Agency Action Taken by the Northwest Florida Water Management District Notice is given that Environmental Resource permit number IND-005-290847-1 was issued on February 06, 2020 to Will Killgore Mesa Capital Partners for the construction of a new surface water management system designed to provide treatment and attenuation for a new development located near the northwestern quadrant of the intersection of Clara Avenue (North) and U.S. 98 (Panama City Beach Parkway), in Panama City Beach, (Bay County). The new development will consist of the construction of a multi-family residential complex with associated parking areas, drive aisles, sidewalks, amenities, and two driveway connections to the newly constructed Clara Avenue (North) roadway. The surface water management system will consist of three wet detention ponds serving two hydraulically separate drainage basins. SWMF 1 is to serve approximately 7.79 acres of the southern portion of the development and SWMF 2 and SWMF 3 are to serve approximately 5.43 acres of the northern portion of the development. SWMF 1 will consist of a control structure to be constructed near the eastern side of the pond which consists of a modified Type C Inlet equipped with a 6-inch pipe with a turn down elbow and cap with a 1.87- inch orifice drilled into it set at an elevation of 13.50 feet. The control structure will also include a 12.00-inch weir set at an elevation of 14.60 feet and two 18.00-inch weirs set at an elevation of 16.75 feet. This structure will outfall toward the east into the recently constructed right-of-way for Clara Avenue (North). SWMF 2 and SWMF 3 have been designed as an interconnected system that will share a control structure to be constructed near the southeastern corner of SWMF 2. The control structure will consist of a Type C Inlet equipped with a 6-inch pipe with a turn down elbow and cap with a 1.87-inch orifice drilled into it set at an elevation of 13.00 feet. The control structure will also include a 12.00-inch weir set at an elevation of 14.00 feet and two 18.00-inch weirs set at an elevation of 15.90 feet. This structure will also outfall toward the east into the recently constructed right-of-way for Clara Avenue (North). There are wetlands that have been delineated throughout the center of the project site. No wetland impacts are anticipated within this permit. The project is located at Clara Avenue North, Bay County. Petitions must comply with the requirements of Florida Administrative Code, Chapter 28-106 and be filed with (received by) the District Clerk located at District Headquarters, 81 Water Management Drive, Havana, FL 32333-4712. Petitions for administrative hearing on the above application must be filed within twenty-one (21) days of publication of this notice or within twenty-six (26) days of the District depositing notice of this intent in the mail for those persons to whom the District mails actual notice. Failure to file a petition within this time period shall constitute a waiver of any right(s) such person(s) may have to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., concerning the subject permit. Petitions which are not filed in accordance with the above provisions are subject to dismissal. Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the District's final action may be different from the position taken by it in this notice. Persons whose substantial interests will be affected by any such final decision of the District on the application have the right to petition to become a party to the proceedings, in accordance with the requirements set forth above. 02/0007-DN PUBLIC NOTICE The Okaloosa County School Board's RFP Evaluation Committee will conduct meetings to review the responses received by the Okaloosa County School District for RFP 20-01 Food Service Management Operations, to conduct interviews of the responders, and to develop recommendations to the School Board. The meetings will be held at the Okaloosa County School District Central Administration Complex Training Room located at 202 Hwy 85N, Niceville, FL 32578 on Tuesday, February 25, 2020 at 8:00 a.m., and Thursday, March 12, 2020 at 8:00 a.m. The March 12, 2020 date is scheduled to conduct interviews of the responders if the committee elects to require interviews. This meeting date may be cancelled if interviews are not required. In accordance with the provisions of Section 286.0113, F.S., the portion of the meeting(s) during which the actual Responder interviews will be conducted is exempt from the requirements of Section 286.011, F.S. and may be closed to the public. The remaining portions of the meeting(s) shall be open to the press and public. Any interested party who decides to appeal any decision made by the Okaloosa County School Board's RFP Evaluation Committee with respect to any matter considered during these meetings, will need a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The School District will make a complete recording of any portions of these meetings that are closed to the public. This notice does not constitute consent by the School Board for the introduction or admission of otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not otherwise allowed by law.
