INVITATION TO BID


Bay District Schools is extending an invitation to all Prequalified Mechanical Contractors to submit a bid to perform all work associated with the HVAC Repairs & Renovations at Mosley High School, Lynn Haven, Florida.


Sealed bids will be received on September 28, 2017, until 2:00 PM, Central Time, in the Board Room at the Nelson Administrative Building, 1311 Balboa Avenue, Panama City, Florida 32401. The bids shall be opened and read aloud at that time. The work shall consist of miscellaneous HVAC repairs to the HVAC system in the main building at Mosley High School and all related work necessary to complete the repairs in accordance with the Plans and Specifications prepared by WATFORD ENGINEERING, 4471 Clinton Street, Marianna, Florida 32446.


Bids shall be a lump sum price; segregated bids will not be accepted.


Drawings and specifications may be examined at the office of the Engineer.


Prequalified Mechanical Contractors may obtain documents at the office of the Engineer, 4471 Clinton Street, Marianna, FL 32446. A deposit of $200 per set will be required, made payable to Watford Engineering. Plan and specification deposits will be refunded if the Prequalified Mechanical Contractor submits a bonafide bid and documents are returned to the Engineer within five calendar days after the bid opening in usable condition. The Engi neer's decision on usable condition shall be final. Subcontractors, Material Suppliers and other interested parties may obtain full sets of drawings and specifications by paying to the Engineer $100 per set which is not refundable, and no returns are necessary. Electronic plans shall be available at no charge.


A mandatory PreBid Meeting shall be held for all concerned parties on September 12, 2017 at Mosley High School, 501 Mosley Drive, Lynn Haven, Florida at 1:00 PM Central Time in the Main Office. Notification of any changes in meeting time/date will be made only to listed plan holders.


Preference in bidding The District has a policy 6.101(VI) (a)1.2. regarding local preference in Purchasing. When the lowest local bidder (home office in Bay County) is within 5% of the lowest overall, nonlocal bid, they shall have the opportunity to match the lowest bid. If 50% or more funding for the project listed is provided by the State of Florida, the BDS local preference policy will not be valid. ADVERTISEMENT FOR CONSTRUCTION MANAGER AT RISK

STATEMENT OF QUALIFICATIONS (SOQ)


The City of Panama City is seeking sealed proposals from qualified firms for Construction Manager at Risk (CMRisk) for the adaptive reuse and renovation of a three story, 60,000 square foot office building at 501 Harrison Avenue for City Hall. The selected CMRisk firm will be part of a team to complete design and construction of the facility by May 2018. The team includes an AE firm (DAG Architects) under contract.


The scope of work consists of design and documentation of the renovation of interior space to include program review, finish replacement, minor demolition and partitions, new restrooms, and commission space. Exterior renovation to include the removal of mansard roof, stucco, windows and the design of an exterior consistent with the scale and character of downtown Harrison Avenue and the program of a new City Hall. Generally, it will be the responsibility of the CMRisk to integrate the design and construction phases, utilizing skill and knowledge of general contracting to develop schedules; prepare project construction estimates; and in any other way deemed necessary, contribute to the development of the project during the precon struction phase. During the construction phase, the CMRisk will be responsible for construction of the project under the Guaranteed Maximum Price inclusive of all construction services therein.


The SOQ must include an introduction, firm information, project approach, assigned personnel, firm references, workload and previous similar work to include historic renovations in downtowns.


SOQs must be received by the City of Panama City, Florida at the Purchasing Department, 519 East 7th Street, Panama City, Florida 32401, no later than 2:00 p.m., CST, on Thursday, OCTOBER 12, 2017. SOQs may be submitted in person at the Purchasing Department, or via U. S. mail or courier service. Packages must be plainly marked, "SOQ PC18002 Construction Manager at Risk Services" along with the firm's name and address. Please review all documents pertaining to this request before submitting requested information. The SOQ documents may be obtained free of charge at the City of Panama City Purchasing Department, 519 East 7th Street, Panama City, Florida 32401, or they may be downloaded from the City's website at www. pcgov.org/bids.aspx.
